a) I think you can
b) there's no Special page involved, only a category (Special pages
are hunks of PHP code pretending to be pages, Category pages exist in
the database but have special rules associated with them)
Meanwhile, I've found the problem: you can't (or rather couldn't)
redirect to a category with a leading colon like that. I say
"couldn't" because I remember this bug from ages back, and remember it
being fixed. But 1.3.5 is an extremely old version of MediaWiki, so
evidently it predates the fix.
It would probably be sensible to take the time to upgrade to 1.5,
which is "very nearly stable", but at the very least you should make
the much quicker upgrade to 1.3.15, the latest security release on
that "legacy" branch according to
http://www.mediawiki.org/wiki/Download
I wouldn't care to guess what the earliest version was that fixed this
particular bug - it may or may not ever have reached the 1.3 branch,
so the surest thing would be to upgrade all the way to 1.5 - chances
are a technically not-quite-ready release will actually be more stable
than a technically all-but-abandoned one anyway.
