I get the impression that this page is only available for "new-school" skins
(i.e. those that use PHPTal). Anyway, I bit the bullet and downgraded to
PHP4, so now we can use the Monobook skin.

It's possible that Nostalgia doesn't include one. Check the source.

apply to *all* skins without changing the common.css file directly? What

No, you'd have to change the centrally-included CSS files.
