Internet (and search engines) is based on links. any attempt to discourage linking is against the nature of the Internet.
The solution to spamming is human monitoring and blacklists, not discouraging linking.
With this attribute, Wikipedia and all MediaWiki-based wikis will become useless to search engines.
You could use a Bayesian filter instead, it's much better and does great work.

There is nothing that discourage linking, it just discourage spam. Feel free to code a Bayesian filter for MediaWiki and submit a patch on http://bugzilla.mediawiki.org/
