Thanks... that is half of the solution, I can prevent them from creating MW
accounts. But having done that, I need to add a message somewhere that
tells users where to go create an account if they don't have one. What
file is that going to be?

Add $wgWhitelistEdit = true; to your localsettings.php and that should
fix the problem, as it doesn't allow people to create logins.
