One of the essential things that India Program needs to constantly work out is keeping the community informed of the work that we are doing - so that this work is clearer but also to help cross-pollinate ideas amongst a wider set of community members who might not have been engaged on specific village pump / talk page discussion or involved in particular activities (e.g. outreach events) or wikiprojects.
We used to have a monthly IRC with the community and India Program. (For those who are not familiar with IRC, it is an Internet messaging system similar to a regular chat room. It's very simple to use and you can join in by clicking on the following link: http://webchat.freenode.net/?channels=#wikimedia-office.) I have been remiss in conducting these for the past few months - and I'd like to make amends by restarting, with a couple of modifications.
a) I'd like to propose fortnightly instead of monthly. (I was wary of doing it any more frequently than monthly earlier because I didn't know if there would be enough on the plate to discuss. I have changed my mind now - because there is too much to discuss to cover in a single monthly session.) I'd like to propose that we do it in the 1st and 3rd Thursdays of every month at 9pm IST (which is GMT + 0530) - THOUGH NOT THIS MONTH - BECAUSE I HAVE MISSED THE TIMELINE. (It's quite a lot of of fun {citation required} - and i've heard a rumour {citation required} that there was actually a romance that started on one of the IRCs...)
As always, the logs will be put up on meta for the benefit of those who can't attend and for the record.

I hope some of the IRC-veterans can pitch in here.
Not everyone is comfortable with IRC. I think these sessions will be more helpful for all involved if we had a statement put up on a wiki or on the mailing list by individuals who want to make these statements and then have a round of questions around the topics (as an example: community and outreach) which were meant to be discussed at the meeting.
Then, perhaps throw the floor open for general questions that members of the community want to raise. I think this will make it interactive and not be percieved as a narrative or a one-sided discussion. These may not have been intentional and should have been raised earlier.
I hope the Office continues this practice and tries to improve its effectiveness as they move forward.

Just to chime in with some observations (empirical, possibly OT) about means of communication. IRC is one of those elegant solutions that just aren't everyone's cup of tea, but sometimes because they haven't tried. Actually, it is the nearest thing to a physical meeting, with the same rules of conduct. It requires only a minimal bandwidth connection, and (afaik) has no limitation of people participating.
In this sense it competes headon with Hangout and so on, but, because it has somewhat of an 'insider' perspective (entirely unearned) not many people feel that comfortable using it. It is text only, and nobody cares if you type slowly or badly. It is not useful for file transfers and so on, so one cannot 'show' how something works or should work, or what the problem is. This is usually not the purpose to which it is put, either.
The only prerequisite is that you should have something (hopefully relevant) to say. The person choosing (or chosen) to summarise the meeting can do as Pradeep suggested, and do so on an open wikipage which can then be used to discuss wider, including those people who could not attend, but feel they have not conceded the right or duty to contribute by not doing so (maybe their mother-in-law was visiting, or something equally critical).

I agree, Vickram. The more we use it the more we'll learn. My intention of stating our discomfort with IRC was that the meeting on it becomes more complicated if many people are not used to the platform. It then becomes the question of both following a discussion and understanding and learning about IRC. That would involve learning about too many things at the same time.

Pradeep, while I haven't used Google Hangout, or done videocalls with Skype, I'd just like to state that, IRC is nothing but a text chat. Like using an Instant Messenger. True, sharing files isn't easy, but you could use a workaround. I'm now tempted to attempt a Virtual Workshop over IRC.
To clarify: I have nothing against IRC. Just the way it was conducted on IRC. Please share best practices on how to do an IRC chat well!

Some of the projects use http://wiki.debian.org/MeetBot to help stick to the agenda as well as ensure notes being taken for the meeting. http://fedoraproject.org/wiki/How_to_communicate_using_IRC is a simple set of guidelines that the Fedora project uses (I'm sure that other projects have their specific 'good things to do' list as well) and, http://fedoraproject.org/wiki/Extras/Schedule/MeetingGuidelines is for a specific group within the Fedora project.
Pradeep, do remember it's a multiway chat system. If you feel it is one sided, all you need to do is ask a question. A simple question can lead to an interactive session leaving everyone satisfied. Sankarshanan, thanks for the links. I guess we could implement something like that.

Thanks for sharing this. I've been thinking about what you say and i agree with you. Based on your ideas, here's what I suggest. Going forward, one day before the IRC, we will publish a brief opening statement (which will be relevant to the topic, e.g., Indic Languages) which will be on meta. The IRC will start with a link to this statement. For the next 45 minutes we will discuss the statement. We will then open the floor up for that last 15 minutes. When we publish the logs, we will publish the opening statement above it - so the context is clear to those who could not attend. This way, I hope that we will have a enough time and space to discuss the particular topic and allow for maximum participation - and still keep open the option for other discussions.
On the aspect of comfort with IRCs, I agree it does take a little getting used to. The key thing (in addition to the structure I am proposing above) is that we encourage everyone to get involved in the discussion. I do hope that we keep getting newer folks on - as we had the last time round - and it is they who are most likely to feel they don't have the space to join in a conversation when they see the volume of messages and diversity of topics.
...and yes, we will continue the IRC sessions and keep looking at how we can improve effectiveness.

As planned, the major topic of discussion was the Indic Languages initiatives. We talked about the overall approach that Shiju has been following with several dozen community members. We also discussed the Translated Articles Enhancement Project which has been started by the Kannada community.

To that extent, we could do one IRC on Indic languages and one on Outreach & Communications. I'd start both the IRCs with a re-cap of India Programs activities for the fortnight (or so) prior to the IRC and forward from the IRC - and then we could talk about either Indic langauges or Outreach & Communications.

One of the essential things that India Program needs to constantly work out is keeping the community informed of the work that we are doing - so that this work is clearer but also to help cross-pollinate ideas amongst a wider set of community members who might not have been engaged on specific village pump / talk page discussion or involved in particular activities (e.g. outreach events) or wikiprojects.
We used to have a monthly IRC with the community and India Program. (For those who are not familiar with IRC, it is an Internet messaging system similar to a regular chat room. It's very simple to use and you can join in by clicking on the following link:* http://webchat.freenode.net/?channels=#wikimedia-office*.) I have been remiss in conducting these for the past few months - and I'd like to make amends by restarting, with a couple of modifications.
a) I'd like to propose fortnightly instead of monthly. (I was wary of doing it any more frequently than monthly earlier because I didn't know if there would be enough on the plate to discuss. I have changed my mind now
- because there is too much to discuss to cover in a single monthly
session.) I'd like to propose that we do it in the 1st and 3rd Thursdays of every month at 9pm IST (which is GMT + 0530) - THOUGH NOT THIS MONTH - BECAUSE I HAVE MISSED THE TIMELINE. Just for March, we will do it on *March 15th* and March 29th (both at *9pm IST* which is GMT + 0530) b) I'd like to propose that we do it focussed on specific work streams instead of general. The reason I say this is that - as with many community meet-ups, folks will give time to attend a meet-up or participate in an IRC only if there is a topic of relevance to them. To that extent, we could do one IRC on Indic languages and one on Outreach & Communications. This was all getting a bit complicated. I made those sub-pages earlier so the content can scale, I was also trying to keep the Indian IRC hours separate from the usual WMF IRC office hours.
I reorganized things a bit. The meetings page is now a template that transcludes to other locations, the main India programs page, etc.
All the India staff has to do is just update a single page from now, and the rest will be updated on its own.

Just for March, we will do it on *March 15th* and March 29th (both at *9pm IST* which is GMT + 0530) b) I'd like to propose that we do it focussed on specific work streams instead of general. The reason I say this is that - as with many community meet-ups, folks will give time to attend a meet-up or participate in an IRC only if there is a topic of relevance to them. To that extent, we could do one IRC on Indic languages and one on Outreach & Communications. I'd start both the IRCs with a re-cap of India Programs activities for the fortnight (or so) prior to the IRC and forward from the IRC - and then we could talk about either Indic langauges or Outreach & Communications.

I have changed my mind now - because there is too much to discuss to cover in a single monthly session.) Just for March, we will do it on *March 15th* and March 29th (both at *9pm IST* which is GMT + 0530) b) I'd like to propose that we do it focussed on specific work streams instead of general. The reason I say this is that - as with many community meet-ups, folks will give time to attend a meet-up or participate in an IRC only if there is a topic of relevance to them. A bunch of observations: 1. I've never seen such scrutiny of any Wikipedian's contributions. I'm disappointed also to see this scrutiny being done by only a section of the community. I think the Indian community needs to speak up on this - whether for or against such scrutiny even if being done under particular circumstances. This must be done, in my opinion, in a way that shows the scrutiny is only wrt the particular condition while still respecting the editor for tAking the time and editing Wikipedia. 2. The community must also take a call on the voluntary contribution of a Wikipedian when he/she is an employee either of WMF or when working with another institutions (eg, in case of GLAM). 3. Can there be a community audit of projects with proactive contributions from the community? Can this audit be done on Wikipedia's talk pages?

I have changed my mind now - because there is too much to discuss to cover in a single monthly session.) I'd like to propose that we do it in the 1st and 3rd Thursdays of every month at 9pm IST (which is GMT + 0530) - THOUGH NOT THIS MONTH - BECAUSE I HAVE MISSED THE TIMELINE. Just for March, we will do it on *March 15th* and March 29th (both at *9pm IST* which is GMT + 0530) b) I'd like to propose that we do it focussed on specific work streams instead of general. The reason I say this is that - as with many community meet-ups, folks will give time to attend a meet-up or participate in an IRC only if there is a topic of relevance to them. To that extent, we could do one IRC on Indic languages and one on Outreach & Communications. I'd start both the IRCs with a re-cap of India Programs activities for the fortnight (or so) prior to the IRC and forward from the IRC - and then we could talk about either Indic langauges or Outreach & Communications.
The *March 15th one will be focussed on Indic Languages* and the one on March 29th will be on Outreach & Communications.

These are community funds we are talking about raised because our community works their ass off to produce the content that's present on our projects. In the discussion linked above, it is quite apparent that Hisham hired a newbie user even when there was a much more qualified candidate available.
For now, nobody on the India Programs team has any decent experience editing articles on the English Wikipedia, in short, they are all newbies. And this has continued despite the community asking for old-hands and despite Hisham's assurances that he is looking for someone intimately familiar with WP processes.

Please read my statement in its entirety. It is pretty clear. I did not think that your line of questioning was Wikipedian-like. My suggestion/observation here was to inform the Wikipedian in question or at least for the record, that the question was only in relation to the WMF Office position and not as a Wikipedian. There is the question of how you define expertise. I have been on Wikipedia for 5 years but have still not read many of the rules there or participated in many discussions. I just use common sense and civility in my edits and discussions on Wikipedia and its talk pages. So, I clearly would not meet your definition of "expert". The number of edits or the years of experience that a person has on Wikipedia cannot and should not define expertise. Have you questioned the Wikipedian in question on the person's understanding of Wikipedia's rules to state that the person does not know the ways of Wikipedia, purely based on the fact that the person has been a Wikipedian only for 2 months. The person may have been a Wikipedian only for 2 months but might know more than a Wikipedian who has been editing for the last 5 years.

I can only request that the Office stand by the selection criteria and responsibilities that it lays down at the beginning of the process. Whether the Office must disclose all the reasons for selecting a candidate over other candidates is a sticky issue. It is not general practice to reveal these points in public. I am not sure whether it would be responsible practice on Wikipedia either. While I support disclosure of the reasons for a candidate's choice, I am not sure how responsible or practical it is.

Is this too much to ask for? I don't know.
I must also point out that the stated selection criteria and
responsibilities in the case of the Communications Consultant and
Operations Consultant were altered after the candidates were
announced. We want expert Wikipedians and not social media
consultants because we are looking at increasing participation on our
projects, and not enhancing the social media experience.
I can only request that the Office stand by the selection criteria and responsibilities that it lays down at the beginning of the process. Whether the Office must disclose all the reasons for selecting a candidate over other candidates is a sticky issue. It is not general practice to reveal these points in public. I am not sure whether it would be responsible practice on Wikipedia either. While I support disclosure of the reasons for a candidate's choice, I am not sure how responsible or practical it is.
I hope this clarifies my statements adequately. If you still have doubts please raise it over email only. I will try and get back to you asap.

True. But in the absence of trust, good faith is all you have. It is the first step towards building that trust. When that first step does not exist, the building (trust) is not accessible.

Agreed. But that Trust is to come from th community. As for Good Faith, it is assumed when the facts are obscure. In this case, the facts are there for all to see.

I suspect that would help the rest of these guys who are trying to use social media to recruit more Wikipedians determine whether all of social media is used only by a bunch of douchebags (who, on finding how awesomely incredible the community scene is here, will flock to your (and all of our) Talk pages and post fraandsheep requests (when they find no Wikifraand button)) so they can quit all their social media efforts

that could perhaps help them determine what they should _not_ do, should they decide that there are indeed _some_ people who are not douchebags using social media who have the potential to be recruited to the Wikiverse (I know- how unlikely)?

Take the case of Actor Siddharth. His article on enwiki used to say Siddharth Narayan. He tweeted out [Verified account] saying that his name was Siddharth Suryanarayan and not Narayan. User:FilmLover1426 changed the name but when it came to moving the page, she told me, "I need to contact some one to have it changed", inspite of me telling her, she could do it herself. Then, there came an issue of Reliable sources, she argued that the tweets would be sufficient.
Another case, this time more successsful, would be of the Bangalore Helicopter pictures. I found it on Twitter, got in touch with the fellow who uploaded, but got no result. But then, a friend of his, who accompanied him on the ride, had uploaded to FlickR, and thanks to a mail sent by me, AroundTheGlobe and AshLin, he released his images under CC-BY-SA.
I'd concentrate more on socio-economic forums online than Twitter for getting new people to Wikipedia.
Getting Wikipedians to Twitter is easy, the reverse is a bit tough.

This body of data is fascinatingly insightful. I should hope the foundation folks are taking notes. I will ensure I represent this point about the consequences of social media personally with the greatest intensity I can gather to the appropriate foundation folks during my next trip to Delhi.
While I don't know about the Foundation folks, several editors have already contacted me on this matter and have taken notes. Who knows, we may just have to change our approach.

There were very interesting discussions on how the community building work for Indic languages was conceptualised and how it is evolving. It is especially interesting to see how WikiProjects (like Medical or Translation Enhancement) in Indic communities can play multiple roles apart from the most obvious one of improving content. Projects of this nature hold tremendous potential in community building - from facilitating collaboration, encouraging communication, attracting newbies as well as inviting back retired editors. All Indic wikipedians: If you want any support or clarifications on these points, please do reach out to Shiju (shiju@wikimedia.org)
There was also a very useful conversation started on the role of India Program within communities.

All of us should remember that IRCs (and for that matter, mailing lists such as this, user pages and talk pages) are publicly logged. As planned, the major topic of discussion was the Indic Languages initiatives. We talked about the overall approach that Shiju has been following with several dozen community members. We walked through the Medical project - currently underway in Assamese, Telugu, Oriya (Odia) & Malayalam. (This seeks to create vital articles in Indic wikis with the help of community members with medical/healthcare background, or users who are interested in healthcare articles.) We used to have a monthly IRC with the community and India Program. (For those who are not familiar with IRC, it is an Internet messaging system similar to a regular chat room. I have been remiss in conducting these for the past few months - and I'd like to make amends by restarting, with a couple of modifications.

I have changed my mind now - because there is too much to discuss to cover in a single monthly session.) I'd like to propose that we do it in the 1st and 3rd Thursdays of every month at 9pm IST (which is GMT + 0530) - THOUGH NOT THIS MONTH - BECAUSE I HAVE MISSED THE TIMELINE. Just for March, we will do it on March 15th and March 29th (both at 9pm IST which is GMT + 0530) b) I'd like to propose that we do it focussed on specific work streams instead of general. The reason I say this is that - as with many community meet-ups, folks will give time to attend a meet-up or participate in an IRC only if there is a topic of relevance to them. To that extent, we could do one IRC on Indic languages and one on Outreach & Communications. I'd start both the IRCs with a re-cap of India Programs activities for the fortnight (or so) prior to the IRC and forward from the IRC - and then we could talk about either Indic langauges or Outreach & Communications.
The March 15th one will be focussed on Indic Languages and the one on March 29th will be on Outreach & Communications.

There have been more than 22 outreach sesssions (English + some Indic languages) across India over the past 2 1/2 months. We have been working on constantly every component of outreach.
* Pre-session work - building supporting material (documents, presentations, handouts etc), evaluating different ways of conducting an effective outreach, using different ways to reach out to organisations with the proposal to conduct a session etc.
* Session work - adopting different techniques of doing outreach, how do we get participants more involved during the session, how to filter out the folks so that we do the editing session only with the genuinely interested participants, how to balance between practical and theoretical aspects of training, how much information to give out in one session etc.
* Post-session work - how do we provide editing support to the participants, how do we collect their contact information, how do we keep in touch with them on regular basis, how do we invite them to join other Wiki projects, how do we track their edit count - soon after the session, after 1 and 3 months of conducting the session etc.
We'd like to discuss these. In the IRC, the following will be covered:
* Indic Outreach: How can we do more outreach session in Indic langauges in particular? / Can regional communities work to translate supporting material? / How do we provide more support to different language communities to conduct these sessions?
* More Outreach: If we are doing 7 outreach session in one month right now is there a way of us doing 10 every month? / Can we find more community members who will be willing to conduct these session? / For community members who are interested to conduct outreach sessions but think they lack confidence - is there a way we can help them?

Am repeating the request for Indic community folks to help translate the documents so that (they) and others in their respective communities can use this material. Also, we discussed Wikipatrika and storytelling. Wikipatrika needs involvement from all communities so that all are covered well.
