Apparently, India has an act that defines what are monuments. It goes
by the rather descriptive name, Ancient Monuments and Archaeological Sites and Remains Act, 1958. You can read this act here - http://www.asi.nic.in/asi_monuments.asp
Some monuments are well preserved, and others are a blot on our conscience, and the 'activities' of the ASI.
Not that this is the objective, and not that the objective of our participation in WLM is to create a tourist paradise, but I do hope that some of the photographic documentation achieved in this year's photothon will help create some public outcry against the widespread decay and neglect.
We have, in general, far too many laws and far too little public concern about the manner of their implementation.
My answer to you here is in a much broader context than the
competition, in reference to which you ask this question.

The ASI list is very incomplete. See for examples http://en.wikipedia.org/wiki/Wikipedia_talk:WikiProject_India/Wiki_Loves_Mon... What do we do in this case? How do we attribute an ID number?
Another issue will be getting the connection and time to upload all images. With my 3G key, it takes 20 to 30 minutes to upload a full size JPEG image (24 Mpx, 8 to 12 MB). I usually resize image to 12 Mpx which the volume from 6 to 8 MB. Still it takes ages to upload HR images. During the WLM contest, I could take 100s of usefull images, but I could never upload them all. Has anyone an idea how to overcome the problem?

I see that Commonist tool is bit faster having being used during Wiki Takes Mumbai early this year. Have you tried the same?

Yes, I know Commonist. It makes uploading easier, but it does not change the available bandwith. ~~~~
