That's good to know, and thanks for the update. Best wishes to Abhinav!
Is there any update on the state of the chapter, vis-a-vis its compliance difficulties? Or its activities? It would be good to keep the wider communities informed.
Cheers,
A.

Dear Ashwin Sir,
* Six-years back on April 13th, 2013 a resolution by the then General Assembly had approved for a resolution, "Adding co-opted trustees". Subsequently, several EC members have been co-opted. from time-to-time [1]
* The Elections are due and the reason for the same have been communicated on WMIN Members Mailing List on 15th May. It is only for that reason I have accepted EC's decision to be co-opted. I would also like to make a public declaration, I will not take privilege of any perks or benefits while serving the office of WMIN as a co-opted EC.
* For further updates, and for Community Members not on WMIN Members Mailing List, requesting to wait for sometime. A mail has been sent addressing to the WMF Staff who has posted a message here. It consist of all information. [2]
[1] http://wiki.wikimedia.in/Memorandum_of_Association* I find there is some problem with the document here and would fix it. *
[2] I had unsubscribed from this mailing list for the last two months due to hectic personal life. Hence, Mailing List admins have to approve my mail.

Hi Ashwin sir
When EC members resign, the EC has an option to co-opt executive committee members to fill the vacancy..
As per Chapter bye laws, Article VII, point A, sub point f,
*Any vacancy caused in the membership of the Executive Committee shall be filled from within the membership of the Society, and the incumbent shall hold the post/position till the next General Body Meeting. Such members chosen to fill the said vacancy shall be decided by the Executive Committee.*
In this case, we have two vacancies of Krishna Chaitanya & Suyash Dwivedi. For now.. We are filling only one of the vacancies..

BTW I have a question about this - "I would also like to make a public declaration, I will not take privilege of any perks or benefits while serving the office of WMIN as a co-opted EC". Isn't it given that the Chapter EC members are all volunteers?

Dear Subhashish,
Thanks for the wishes. I recollect my previous iteration with WMIN when you were with CIS-A2K and we had worked together :)
By perks and benefits I mean no qualification for* serving WMIN *but only a qualification *on merits of a volunteer*. Take an example, CIS-A2K invited WMIN as a resource person for a regional workshop or conference and decides to arrange for flights, hotel, food, airport transfers etc. I will not be accepting such* perks* since I am a co-opted EC. If I wish to attend the event, I would apply like an ordinary community member and be subject to the decision of the jury on the scholarship award.
Similarly, volunteers can always avail for Taxi, Food etc even when undergoing administrative work for their affiliates. Although at WMIN, we never get such benefits, even if a miracle happens (we should believe in miracle or THE BATMAN) no reimbursements would be taken or any overdraft cheque created so that when WMIN gets funding, my claims can be cleared.
If ever I am compelled to go against the said statement, I would first put up a public request (including this mailing list) and based on community endorsement, I would proceed.
Hope this helps.

Another query. Would newly added members have to apply for the Chapter mailing list or do they get added automatically?

Dear Ashwin Sir,
I find you are a very old member at Wikimedia India and there are also communication logs where you have been conversing on the Mailing List.
However, I do not find your Mail ID in the subscriber's list. Generally with membership renewal an invitation mail to join Member's Mailing is followed.
I am reaching out to you on a personal thread to sort this out.

Hi,
There are many people like Ashwin (and myself) who were members right from the beginning of WMIN.
However, later on they dropped out due to various reasons (like tedious renewal process etc.). We wish to continue further again. I suppose reconnecting the old members could be a good initiative for the chapter.

Dear Sudhanwa Ji,
If your question concerns about yourself, I find that you are already there on the Member's Mailing List. Agreed in the Mobile OPT Verification, CAPTCHA code verification era, WMIN has an old-fashioned (and also tedious) membership application form. Two months back WMIN came up with Expectations from India chapter on Membership [1] and several responses have been attained on Member's Mailing List. Please consider dropping few suggestions, either on Chapter's Wiki, Member's Mailing List or this list at the respective thread [2].
Reconnecting old members (and importantly those who haven't renewed membership due to tedious process) is definitely a good initiative, however, passing a resolution to do so may not be ethical and legally correct. To answer this, as per few suggestions received from the community, having a multi-year membership cycle could be one of the directions.
* *The views are mine. *
Dear Balaji,
I find that your membership was approved post-15th May. To view the previous archive messages, you may require to visit Google Groups and find the relevant message.
Along with the membership approval mail, you should have received another invitation mail to join the Member's Mailing List. Either you have not accepted the invitation or the mail has reached your spam or there is problem at our end.
I will reach you personally via private mail and fix the issue immediately.
Anyone having any issue with WMIN's membership please reach out to me at abhinav.srivastava@wikimedia.in and I assure within 72 business hours will take up the matter. Should one wish to reach out on a public platform, please consider sharing the it on my talk page [3], Chapter's Wiki Community Hall [4] or Wikimedia India Talk Page on Meta [5]

Dear Abhinav,
Many of us had applied in March during Project Tiger meetup complete with dues paid for the membership. I find that we are being added post-15th May, and in my case 6th June. If the form had been filled and dues paid, why a delay of three months? Why can't our membership be counted from that date, though you did the paperwork back-dated?
Secondly, if there should be an election to the Executive Committee later this year, it appears that we may not be eligible to vote for those who stand for Committee posts. In the past, a cut-off date was used to decide who was eligible to vote for prospective candidates of the community. Can you please clarify whether this will be the case here?
Regards, Ashwin

Thanks for the wishes. I recollect my previous iteration with WMIN when you were with CIS-A2K and we had worked together :)
By perks and benefits I mean no qualification for serving WMIN but only a qualification on merits of a volunteer. Take an example, CIS-A2K invited WMIN as a resource person for a regional workshop or conference and decides to arrange for flights, hotel, food, airport transfers etc. I will not be accepting such perks since I am a co-opted EC.

Dear Ashwin Sir,
If your question concerns about me, I only got co-opted yesterday and got access to the Membership Data this morning.
As per the Membership Process, WMIN, "*endeavour to process all applications within four weeks*" [1]. We recognise there has been a long delay, we recognise in public [2] and we recognise in membership acknowledge mail and we recognise and apologise here again. There have been a lot of administrative burden for those shared on Member's Mailing List, for those with Government of India policies, for those on meeting Member's Expectations, for those on running with a zero budget and having no staff for support.
The March memberships would have expired by 31st March itself [3] , your present membership would last until 31st March 2020 and the same was informed to you on a public platform [2].
As per Election Rules, Point B, sub-point 2 (a), "Members who are on the rolls of the Chapter three months prior to the AGM/Election day shall form the eligible voters list." [4] In your membership case or for any other member who enrolled during the said event or anyone prior to that would fall under eligible voter's list.
Hope this helps. Please feel free to ask for any clarification.

That's not really a satisfactory answer. If the worry was about a limited membership then our date could be given as 01 April 2019 onwards. But delaying it till May end - Jun for paperwork would have been okay, providing we were shown as membership dated back to 01 April 19.
This giving a late date of membership does not seem like a good faith action to me.
Suppose you have your election before September 6, then by the rules I would be ineligible to support a candidate through a vote.
But the delay is only on Chapter side and by giving the date of membership is an arbitrary decision. So, by fixing my membership date, the EC denies me the right to vote at all.
What is your comment on this?

Dear Ashwin Sir,
Thanks for writing back.
There has been some communication gap.
Your membership and or for any other member who enrolled during the said event would be considered as a member from 8th April, 2019. As per Article III clause 2, your membership [1] had been approved on the said date.
The notification for membership reached late for several reasons, as those listed above and because of problems with Wikimedia India servers [2]. Membership approvals are to be backed with (a) Invitation to Join Member's Mailing List (2) Account Creation on Chapter's Wiki for new members. Unfortunately, there were problems in New User Creation and some members who are subscribed to this thread had also registered a complaint for the same. WMIN Board Members had also raised the issue with previous Board Member, those behind setting up the server for help and assistance.
Hope this help. Please feel free to ask for any further clarification.

Two months back WMIN came up with Expectations from India chapter on Membership [1] and several responses have been attained on Member's Mailing List. Please consider dropping few suggestions, either on Chapter's Wiki, Member's Mailing List or this list at the respective thread [2].
Reconnecting old members (and importantly those who haven't renewed

Dear Ashwin sir
Sorry for the delay in reply.. There was a death in my family, so due to which, I did not reply to any questions.. & Abhinav was replying..
It is a customary practise to accept membership forms of past members & their membership date is applicable from the date of receiving the form+fees.
In your case, since the form was received in the ending of the previous financial year of FY 2018-19 (please correct me if I'm wrong), a decision was taken to start it from the next year ie 1st April 2019-31st March 2020.
I hope that solves your query

Dear Ashwin Sir,
If your question concerns about me, I only got co-opted yesterday and got access to the Membership Data this morning.

Two months back WMIN came up with Expectations from India chapter on Membership [1] and several responses have been attained on Member's Mailing List. Reconnecting old members (and importantly those who haven't renewed

Dear Ashwin Sir,
If your question concerns about me, I only got co-opted yesterday and got access to the Membership Data this morning.
As per the Membership Process, WMIN, "endeavour to process all applications within four weeks" [1].
Abhinav

- The views are mine.
