If your question concerns about me, I only got co-opted yesterday and got access to the Membership Data this morning. 

As per the Membership Process, WMIN, "endeavour to process all applications within four weeks" [1].  We recognise there has been a long delay, we recognise in public [2] and we recognise in membership acknowledge mail and we recognise and apologise here again. There have been a lot of administrative burden for those shared on Member's Mailing List, for those with Government of India policies, for those on meeting Member's Expectations, for those on running with a zero budget and having no staff for support. 

The March memberships would have expired by 31st March itself [3] , your present membership would last until 31st March 2020 and the same was informed to you on a public platform [2]. 

As per Election Rules, Point B, sub-point  2 (a), "Members who are on the rolls of the Chapter three months prior to the AGM/Election day shall form the eligible voters list." [4]  In your membership case or for any other member who enrolled during the said event or anyone prior to that would fall under eligible voter's list.

Secondly, if there should be an election to the Executive Committee
later this year, it appears that we may not be eligible to vote for
those who stand for Committee posts. In the past, a cut-off date was
used to decide who was eligible to vote for prospective candidates of
