written in English and presume you understand. Are you saying it is WMIN's
choice to become ineligible for funding by FDC? Then I have no words.

be eligible
since they did not fill the eligibility gaps by the 15 September deadline
or were deemed ineligible initially: Wikimedia India, Wikimedia
Magyarország, and Wikimedia Hong Kong.
