One solution I think is to setup/use a test wiki,
with out constraints for
people to practice and then manage it by probably deleting the content
periodically.
Not that everyone can do quickly / always feasible.
My idea was for a permanent infrastructure say training wiki that
Foundation/Chapter could setup and manage.
