I, for instance, scan documents using my phone, which fortunately, has 20 megapixel. I use the software called Camscanner[1] which works well on Android. It allows converting your scanning into PDF and other formats for safe keeping.
Of course you don't need a 20 megapixel camera to scan documents. Somewhere 8 to 12 megapixel is enough to get HD quality of documents, if that's what you're aiming for.
Though not scanning,[2] I could get some nice pictures with just with my phone, just to show that, with careful orientation, you can scan, even better documents with your phone
