on mediawiki.org ist a FAQ-link in the left sidebar. Klick on it. There you find "preventing access", linking to this: http://www.mediawiki.org/wiki/Preventing_Access

When you can't find something, Google is usually your friend: in this case, for example, searching for "login to edit site:mediawiki.org" turns up the manual entry for $wgWhitelistEdit as the first hit, which used to do what you want and which notes that this particular setting has, in newer MediaWiki versions, been superseded by $wgGroupPermissions, which also does what you want. :)
