Well, it IS at least documented, although finding it might be hit or miss. Although the page seems to "exist" (because you can see it, after all) it only exists as a default. Clicking on "create" puts an entry for the page into the database, where pages actually "exist" (or something like that).

Well, I do agree with Steve: why one should suppose that something doesn't ::exist:: yet, if he can ::see:: it?
The bug here is the fact that it's done with developer's view, while UI should be done with plain user's view. You have to "create" it on the ::database::, but users should not care about databases and stuff.
If something is right there in front of your eyes, then you have nothing to create, for common sense.
I.e., maybe Reality was already there, and God just put it on the database: but this is not what should be said to plain users.
