Hello Folks,
I am using MW 1.15.5. By default the following groups are present on my Wiki (Special:ListGroupRights): all, Users, Autoconfirmed users, Bots, Administrators, Bureaucrats
Now I would like to create a new group called "managers" and add few users (for example john, tim and rick) to that group. How do I do this?

You "create" a group by assigning a right to it with $wgGroupPermissions. You add users to a group through Special:UserRights. The process is described at http://www.mediawiki.org/wiki/Manual:User_rights

I see. So I would like the "manager" group to have all the rights that the group "users" have and then I would individually assign some more admin rights to the "manager" group. Is there is a easy to specify that the"manager" group has all the rights of the "users" group without having to specify each individual rights as in DefaultSettings.php?

I don't think that's necessary. For someone to be added to a group, they need to be a user in the first place, so they'll already have all the rights that users have without you defining it.
