Using v.1.12.0
I created a template that includes the Fair Use language and I want to embed this template on the "Upload File" page. How is this done? Thanks.

You can change the boilerplate text for your wiki by looking at Special Pages and then System Messages (aka, Special:Allmessages). Search for the text you want to change and click on the name in the left column. That will open the edit page.
I don't know if it will properly handle a template, though. Give it a try.

Thanks Mike. Unfortunately, this isn't where I think the modification needs to be. It's the page that results when one clicks on a thumbnail image. I want to have all those pages include the Fair Use language by default. I've created "Template:Fair Use Language" that contains the content.

Yes, that's it exactly, if you mean every page where a user clicks a thumbnail and the Image: page comes up. I notice that the same Fair Use language is on all the Wikipedia Image: pages. I would have thought this page is built from a template where one could add some additional content to be included.
But maybe not.

Yes, and incorporated into a page like http://en.wikipedia.org/wiki/Image:Red_copyright.svg
It's not 100% necessary to incorporate a template per se, but even to hard code in the language.

I make a choice on my wiki to give one [[image.png]] for each {{NAMESPACE}} Good idea I Think for the redactors in the future .. but how do I do for Category.png that should be writted something like "Catégorie.png" in french Cause I don't succeed in installing Catégorie.png , yes !
Perharps something like urlencode to show the exact way to propose the good name to déclare to both Wiki and Serveur ?? (but {{urlencode:Catégorie}} does'nt seem to be the good solution )
Any idea ?? Is-it at less possible and meanfull ??

Do you want to make the template selectable from a drop-down list? Then you want to edit MediaWiki:Licenses (which is empty by default).
Otherwise, it is possible to put default text in the summary box (like "{{fair use}}") via Javascript.
