Hello Eric,
Just modify your skin file so that you have an anchor at the very top
of the page, right underneath the <body> tag. Then add in a div with
position: absolute and position it as the user scrolls with
JavaScript. You might want to make it invisible if the user can see
the top of the page.
There are many tutorial on how to do this online, but if you have any
specific questions I would be more than happy to help.

I have this magical button on my keyboard. It's called "Home", and
when I press it, my web browser shoots up to the top of the page.
Another thing: the existing "top"
anchor link on each page doesnt take you to the absolute top. It goes near the top, but
not TO the top.
My awesome button doesn't have that problem.
