No.
Too bad, because I'd like to have my css/javascript files work for all
skins.
To change the CSS for a skin, alter the wiki page
MediaWiki:<skinname>.css, where <skinname> is the internal name of
the skin - monobook, standard, classic, cologneblue, chick, etc.
This sounds error prone.
No other way?
