Add one foreign repository for commons and another for that wikipedia if it allows local uploads. You can include expiry times there so it does a local caching by itself.

I've been unable to get local caching to work - has anyone seen it in action? I'm running a recent checkout from Subversion (r45654).

Same here, can't get local caching to work. Would be nice to know if it works fro someone.
When I turned on ForeignFileRepo I experienced immensely slow site response, I mean , very slow, even if a page didn't have images on it. :(
I really don't know what to think about it.
