I think you can do this by transcluding the page to all the wikis. I'm not 100% sure, but I think you could make a template page that was your welcome page on one of the wiki's and add it to all the wiki's in the farm. I believe you would have to set up links on the interwiki linking table.

I have a small wiki farm set up with separate tables for each. We would like to have a "Welcome Page" that is common to all the wikis, so that editing it from one of the wikis would reflect the change across all the wikis.

Is there any way to do this ?
