Instant commons is not working for me. Commons file links are just red links which send me to the local file upload page.

I have set:

$wgUseInstantCommons = true;

File uploads work. $wgForeignFileRepos is not otherwise set. I'm on ubuntu, so no selinux concerns.

I'm using version 23. Specifically, latest git from REL1_23 branch, which is b4ea637.

I've tried a sample link [[File:Wikipedia-Marker-commons.svg|Wikipedia-Marker-commons]] Which, on the actual wiki is at https://ofswiki.org/wiki/Debian_add_new_interactive_user

Any suggestion on figuring out whats wrong would be appreciated.
