In addition to searching for a string within image and file names, is there any way to search the description text that was entered at upload time? Neither the Gallery nor FIle special pages seem to offer it, so I just wanted to be sure I'm not missing it. It sure would be handy for our wiki.

Have you looked at Special:Imagelist page?
There is a search function there that might do what you need

go to [[Special:Search]] and check the box for Image namespace, it will search in the description text
(I think you can set that box to checked-by-default using Localsettings.php or in the user preference)
