What is involved in creating a mobile phone friendly MediaWiki installation similar to en.m.wikipedia.org?
- where is the skin? (it doesn't appear to be the one I found in the extension matrix)
- how is the browser/user-agent detection done which redirects users from en.wikipedia.org to the mobile version?
It isn't a skin, it is an entirely separate product. You can find the information here: http://meta.wikimedia.org/wiki/Mobile
It covers everything you need to know, including how the UA switching working, and where the code is (look for the part that says "git").
