I've got a new install of 1.3.10 with an edited mediawiki:monobook.css, but no pages are referencing it.

I know that the new default is to have users' monobook.css disabled with $wg tags to enable them; was mediawiki:monobook.css affected as well? Is there something I need to do to enable it? Or is it just a problem on my end?
