there is a page of the wiki that defines these tools : http://en.wikipedia.org/wiki/MediaWiki:Edittools, http://fr.wikipedia.org/wiki/MediaWiki:Edittools, and so on for other wp. (it might use some js and/or extension, I don't remember)

About monobook.js, it's a page of the wiki : [[MediaWiki:Monobook.js]], you can also see [[MediaWiki:Common.js]]
