Categories are not namespaces in mediawiki, the relationship between
articles and categories is that in effect each article has zero or more
categorie attributes.
One could, I suppose, use mediawiki namespaces for this, but they are
expensive in terms of setting them up, and a fairly limited resource, in
addition they aren't hierarchical.
Mediawiki does support sub-pages, but they seem to be deprecated. At one
point wikipedia tried using the for purposes similar to what you are
looking for, but I believe that the wikipedia now allows their use only
in user and talk pages. On your own wiki you can set up which
namespaces allow subpages.
