Well i am done with the installation and the initial configuration for the DB.I see i was'nt precise about my question.I was hoping for a wizard which could help me in post -installation configuration.Like setting up users, their roles, their access rights etc.All the stuff... if you want to create user, just use the link "Log in / create account" at the top of your screen.
if you want to manage (some of) the rights, you need to have the sysop status for your wiki (for instance the first user you creatred during installation is a syop) and then you go to the special page [[Special:Userrights]] (http://youwiki/index.php/Special:Userrights), which you can access easily by clicking on the "Special pages" link on the left of your screen.
for more advanced configuration management (like enabling upload, setting new group of users,...) indeed there are no web-based wizard/GUI (maybe some extension implemented it ???), you need to change the Localsettings.php file in your installation folder.

sysop's can delete pages. bureaucrats can change user groups (the user created during install is both).
