I have just realized that there is no more a anonymous user page on **.wikipedia.org. Was this feature removed or only disabled? I can't find any informations on that on mediawiki.org or bugzilla.wikimedia.org about that.
Currently we run a mediawiki 1.11.0 in the intranet and want to remove this tabs too.
Any suggestions how to stay up to date about modifications on the mediawiki code?

If you want to stay up-to-date with modifications in between official releases, I think your best option is to subscribe to the SVN mailing list which emails you every time someone modifies the code (instructions on mediawiki.org). Beware, however, that there are a *lot* of modifications made (many of them just updating language files, but you get an email anyway). Also, using code which isn't an official release means you are testing possibly extremely buggy code and it isn't recommended for real world usage (it generally works fine, and major bugs are fixed pretty quickly, but there are no guarantees).
That said, I don't think what you're seeing is a change in code. I think it's just a configuration option in LocalSettings.php, I can't remember what it's called, though.

What are you calling anonymous user page? Anonymous are just pages like [[User:127.0.0.5]]
Maybe you refer to $wgShowIPinHeader? It has been there for ages!

Perhaps he means that the default signature for an anonymous user on Wikipedia links to the anonymous user's contributions and talk page, rather than an almost-certainly nonexistant user page. This is done through MediaWiki:Signature-anon, which seems to have been added with a recent patch http://bugzilla.wikimedia.org/show_bug.cgi?id=11913.
