I realize it's been a while, but I thought I would share our result. We wrote an extension - titled "nocache" that simply included the code from meta at (http://meta.wikimedia.org/wiki/MediaWiki_extensions_FAQ). This gives us a tag that we can put on any page and seems 99% of the time to defeat the browser cache. Seems to be working for us at least.
