Well unlike the articles, categories cannot be moved to a different title while keeping the same id (only by deleting, re-creating with a new title and id, and updating all pages belonging to it), so I'm not sure where the efficiency gain would be.

You may have an article in a category even when this category page wasn't created yet (in the case you don't have any possible cat_id).
The same is valid for internal links. A [[non-existent page]] internal link must be stored as text.
