Is there a way, such as a tag, to specify a block of text to be excluded from UTF normalization? I tried the <nowiki> tags but it didn't work.

I don't think this is possible without some ugly hacks – all input text is immediately normalized in the WebRequest class, which (I think) all code that has to access GET or POST variables uses.
Nevermind. I'm not considering this anymore.
