Does anyone know how to export only templates on the command line ?

php maintenance/dumpBackup.php -pagelist=<file> where file is the list of pages you want to export.
Go get all the templates you can either open Special:All pages and copy the pagenames in the namespace Template, or get all the names of the Template pages via SQL query from the database:

Thanks for your help here. Your select query gives me the name of the title of the template but is there a way to do an sql query (on the command line) so that we can actually get the whole construct of the template itself?

No.
There are some sql queries that can give you the page contents in some setups, and you will think it's perfectly possible. But they will fail in some other cases. (It depends on the way the pages are stored in your db)
Is that what you really need? If you want to export all templates to the other wiki you can just get all template names, put them to a file and run the export command line tool. They will be exported as XML entitites and you'll be able to import them to your other wiki ----- Yury Katkov, WikiVote
