I've fixed the download link at http://www.mediawiki.org/wiki/Extension:UsabilityInitiative just hit "Download Snapshot" then select "1.16.x" in the drop down.

AH, thanks, never looked there. Still works ONLY with Vector skin. Nevertheless with a bit of customising I might be able to make something nice of it. The only problem left is that the size of all the text is really small, barely readable.
