Although a bit late (I'm still crunshing my unread mails)

In the README of the REL1_26 branch (see at github https://github.com/wikimedia/mediawiki-extensions-cldr/tree/REL1_26 )

is clearly stated that you need:

== Installation == Include it in LocalSettings.php: include("$IP/extensions/cldr/cldr.php");

Seems that the documentation at mediawiki.org is not up to date. The reason for not using wfLoadExtension is simply that the extension is not updated for the new extension registration system.
