I am experiencing the same problem and wanted to know if I missed something or if no further exploration occurred. A brief search of the bug tracking system did not seem to produce any open bug reports for this issue, but I figured I would check here first.
I will wait to hear any feedback as to the proper venue for any additional information I have observed. Thanks for your time and any help.

I thought I had tracked it to some files which looked like zips to MediaWiki (they had zip magic numbers) although really weren't, and those appeared there by chance. Maybe it was a different case, instead. The one I remember the user ended up resaving the file (it got another compressed values and didn't trigger the warning any more).

Sorry to have posted and run, I have been lying comatose on my couch sick.
Yeah that sounds somewhat similar to what I am seeing. A faculty member has a .doc file they are trying to upload and it is getting picked up as a .zip file in that he is getting the following error:
The file is a corrupt or otherwise unreadable ZIP file. It cannot be properly checked for security.
If I open that .doc file in Libre/Open Office and save again as a .doc file, the upload does not produce this error.
It sounds like this is a random problem that there really isn't a good solution for, am I mistaken?

If some find hard to "upload" Mediawiki 1.18, there are other troubles ! If the Experts in the Community would be kind enough to consider those who "uploaded" easily "Mediawiki 1.18", but, under "WindowsXP", are with "*.xml" ou "*.php", and so on, Files, but no way to Run the stuff, it would be kind ! Long ago, with a much older version, after loading, a "Launcher" existed, and even an Icon on the "Desktop" ! The Trouble at this time for me was only that, in "Web pages", I wanted to create Icons, still under "WindowsXP" and had no help from answers. So, I had to let "Mediawiki" out, unless it was recommended by friends. Too bad ! So, be nice to say how to "Start" Mediawiki, (and don't consider that the "User Manual" should be sufficient, since il must work only when the Files are readable !) ! So long ! Eric Beaussart.

I'm not 100% sure I understand what you're asking, but since I'm guessing you're trying to figure out how to run MediaWiki on a local windows machine - MediaWiki needs a web server (e.g. Apache), PHP and a database server (e.g. MySQL) to run. A bundle like EasyPHP[1] may be the best solution for you.
