Can the email-notify plugin or anything else provide support for an email-notification for ANY change to a MediaWiki site?

If so, how can this be setup via the normal web interface, possibly via the email-notification plugin?

I'm happy to modify php code if need be; can someone point me to the best place to do this if so?
