I would personally use the documentation available - which I found with less than 3 minutes browsing the MediaWiki website.

I have XAMPP from ApacheFriends on an old Windows 98 box, maybe that is appropriate for your needs.
I don't understand your comment about #mediawiki/IRC.
If you don't want the responses the moment they're sent then you can hardly complain that they come too late, can you. Technical issues are different, I suppose, but you can always look at the archives @ lists.wikimedia.org.
