OK, appending "action=purge" to the query string, then refreshing the browser, makes the CSS work in all domains. But why is this necessary?

This page gives the best explanation as to why - http://en.wikipedia.org/wiki/Purge_the_page. In essence a force-refresh and a login tends to sort most 'stale' issues but purging the page by appending the query parameter does the trick if not as explained in the article.
