Caption: This is the Palace of Westminster in London By the way, it might immediately appear as though the file extension (.jpg or .png) might be to blame, but I just added Family.png and it still does not work. I also removed the caption from my code and left just the basic link, the alt text is still incorrect.

This is bug 648 [http://bugzilla.wikimedia.org/show_bug.cgi?id=648] - basically, the text in the link disappears from the alt & title attributes because of the order in which the software does things, leaving links till last so they can all be checked for existence at once. Some more recent versions have this fixed, but it's all a bit hacky right now.
There's also an argument that an image's "alt" (alternate) and "title" (the tooltip) attrbitutes should be specifiable independently - see http://bugzilla.wikimedia.org/show_bug.cgi?id=368 Depending on what behaviour was the default, this might or might not make the whole issue irrelevant.
