No. The *easiest* way would be to just disable editing rights of it for your users. Of course the namespaces will still be visible...
About 3 years ago I worked up a patch for my old job that did this exactly: removed talk namespaces. Really wish I'd kept it around...

In addition to Chad's hint you might have a look at http://www.mediawiki.org/wiki/Extension:NamespacePermissions_Extension
But I think this extension will only work with custom namespaces, not the built-in ones.

Like I said, that's not possible. And when I did it 3 years ago, it wasn't trivial.

You will have to write your own extension for that.

You could easily hide the tabs with CSS.
If they can't edit it or see the tab, that would pretty much fit your needs.
