Dunno who to suggest this to, but this seems like a high value, low work improvement to MediaWiki (excuse me if it has already been added - I'm back on 1.5.7). Say "aye" if you think it is a good idea. Suggest alternate names for the variable if you think this one sucks.

This has been brought up before several times, and vetoed each time. This is not how the web should work; people are free to navigate as desired, and so encouraging opening links in new windows is ridiculous.
God invented middle-click for a reason.

Don't you think God also invented difference of opinion between people?
Don't you think God also created the different opening options on the <a> link?
Don't you think God also invented defaults?
Don't you think God allowed easy configuration of the things people want to change in software?

You are entirely free to hack your copy of MediaWiki to pieces to suit your needs and those of your users.
