Hi,
I am having a problem with a user getting automatically blocked when trying to edit a page. If I unblock them and they try to edit the page again, they get blocked again. This user can edit other pages without getting blocked. OpenProxy blocking is not enabled and autoblocking is not enabled on any of our valid blocked users. I am running mediawiki 1.8.2. Anyone have any advice as to what may be causing this?

What applications are you running?
Some kind of IDS or application firewall?

I am not sure what you are trying to get at with other applications running. I don't have any IDS on the machine, and I am assuming the machine is behind a firewall, but the firewall is not running on that machine.
I guess something I should have mentioned early was the entry in the ipblocklist:
Replaced usernames with ***
20:01, 7 May 2008, *** (Talk) blocked #11 (expires 20:01, 8 May 2008) (unblock) (Autoblocked because your IP address has been recently used by "***". The reason given for ***'s block is: "*Inserting unwanted changes*")
And user #11 is the same user that it claims recently used the ip address.

When blocking, you have the option to disable the autoblock feature < http://en.wikipedia.org/wiki/Wikipedia:Autoblock%3E; unfortunately, I don't think that option was added until version 1.9. This is a good excuse to upgrade.
First, when disabling autblocking, does it only disable autoblocking for the user you are trying to block or is it a system wide change?
Second, how easy of a transition would it be to upgrade to 1.9? I am relatively new to mediawiki, what would be the require steps to upgrade from 1.8.2 to 1.9?

It seems like if I ask for a page to be watched, I do receive an email notice upon the first edit to the page, but then subsequent edits are not notified.
Is this true ? Is a watch only good for one edit ? Or is there a configuration option ?

I'm referring to a checkbox that allows an administrator to choose whether or not to enable autoblocking at the time of the block. I don't know of an option for disabling autoblocking globally, although you could probably set $wgAutoblockExpiry < http://www.mediawiki.org/wiki/Manual:%24wgAutoblockExpiry%3E to 0 (or that might make them indefinite; I'm not sure).
