Where do I put this line of code? I tried to add it to the localsettings.php and I'm getting an error message.

I think you will find it is
$wgGroupPermissions ['*']['edit']=false
This prevents anonymous users from making edits.

LocalSettings.php is the right place. Do you still get an error message if you add a semicolon after it?
Also, best to add it at the end of the file and before '?>' if it's there (you can delete it). It needs to be after the call to include DefaultSettings.php in any case.
