There is a checkbox in user Preferences (Editing section) to turn the toolbar on and off, is that what you're looking for?

What i'm looking for is how to add the icons in the standard wiki toolbar to create tables like below and referenced on the following url

You can use the MediaWiki edit toolbar to create tables.The toolbar is helpful to generate the necessary codings.
Use the first button on the right of the toolbar to insert a table when editing a page.

This is done using JavaScript and is not part of the MediaWiki software. See http://en.wikipedia.org/wiki/MediaWiki:Common.js for one example of its implementation.
