After wondering for a moment what on earth "ca- values" were, I looked in Language.php, and presume you are referring to the strings defined inside the "Monobook.js" message. So, how to get them in German?
1) edit your wiki's [[MediaWiki:Monobook.js]] page to include the appropriate translations 2) edit your wiki's LanguageDe.php to include them (this will, I imagine, cause them to appear correctly under 1.4's new user-selectable UI language option, if German is not the main language of the site)
In other words, if it's not there in CVS, it's unlikely that it's there anywhere. Yet.
3) Once you've made the translations, send it in for others to use - I believe attaching it to a new bug at bugzilla.wikimedia.org is the normal procedure right now.
I know this is a long-winded way of saying "do it yourself", but the point is there aren't - and never should be - multiple versions of LanguageDe.php floating around: there's the latest one, and there's out of date ones - and the latest one is usually also out of date compared to the English "master" version.
BTW, I'm not sure what you mean by "free"; I've never heard of anyone threatening to charge, or even restrict (make "unfree"), bits of MediaWiki, so either it exists or it doesn't.

Aha, then the answer is even simpler: look at *their* [[MediaWiki:monobook.js]]. Everything else still applies, it's just they've done step 1 for you! :D
For future reference, see http://meta.wikimedia.org/wiki/Help:MediaWiki_namespace if you are not already aware of how the [[MediaWiki:...]] pages operate. Basically, they allow you to override almost everything that's in the LanguageXX.php files "live" by just editting the wiki.
On the one hand, this means you don't have to edit (or wait for someone with direct access to the server to edit) the PHP files to correct, translate, or customize the interface messages; on the other hand, the interface messages that *are* in the PHP files tend to get left uneditted for *longer*, because people will happily continue with the version in their local database which overrides the PHP file anyway. Ultimately, I think we need to come up with a new l10n framework that addresses that paradox, but for now it works "just well enough".

Would it work to put the messages in a file monobook.js? If yes, to which folder do I have to save this file?

Ah - I think the tooltips used to be stored in seperate messages, but were then moved into monobook.js for some reason. Looking at the LanguageDe.php, it seems it still has these old messages, which presumably aren't used for anything - if you look at Language.php (the default, English, set of messages) you'll see that they're not there any more. Ignore them; or delete them if you want to create an up-to-date file and submit it back to the maintainers.
That's a good general rule: if in doubt about something in LangugageXX.php, look in the English/default Language.php - the other languages should be different only in that they've translated it.

Yes, in the database, along with all the other pages in the wiki. They're pulled out by the software when it needs them, but otherwise act more-or-less like perfectly normal wiki pages. Maybe I wasn't clear on this, relying on making it [[look like a link]]; when I say copy the info from the German Wikipedia's [[MediaWiki:monobook.js]], I mean copy stuff from http://de.wikipedia.org/wiki/MediaWiki:Monobook.js to http://your.domain/path/to/wiki/MediaWiki:Monobook.js

No. It's not a file, it's just a page on the wiki, just called ".js" to emphasise that it will be interpretted as JavaScript, not as wiki markup. It's exactly the same as all the other messages you'll see if you visit [[Special:Allmessages]].
