I don't know of plans to add it as a core part of the software in the
immediate future. Lucene isn't simple to set up, from what I've heard
(although I confess, I've never bothered to do it).
As for what it does, what's "it" ? The extension, as I've explained,
allows MediaWiki to use an external Lucene search daemon to handle
internal searching, which is better than the built-in search tool that
utilises MySQL's full text indexing.

It's a Java-based document indexing and search system.
