A favicon is something you "negotiate" with the web server insofar as
it exists on the web server under the document root, as an icon file
named favicon.ico. MediaWiki's scripts don't, as far as I recall,
touch the favicon.
Some browsers can take a couple of visits to "click" that the favicon
is different, or may take a few moments.
