So... I tried this on 1.9.3 and it seems to work with both
anonymous and new users. The patch is at:

I don't know if this is a related issue, but I also noticed that in
1.9.3 searching for a page in the Category namespace only goes to an
exact page title match if Category is prepended, even if the same
page name does not exist in the other namespaces being searched. Is
that the desired behavior? Seems to me that it should jump to the
one exact match in the set of searched namespaces if the user clicks Go.
