I installed the UsabilityInitiative and followed the directions (ran the maintenance and all). It is showing up as installed in special:version but the has the old edit bar.
Is there anything special I need to do to enable it?

Either turn it 'true' for global usage in LocalSettings or have a look at user's preferences at the 'edit' slide.

I believe I have it set globally. $wgWikiEditorModules['toolbar']['global'] = true;

What browser are you using or is it on all browsers?
I have tested in safari 5, and fire fox 4, and opera 10.5 I tried turning off my custom skin just in case, and used vector, but still nothing.
Steve, Slide is just another term for tab.

Fixed
I had 2 issues: I had an old "common" folder in my skins folder. I replaced it with a fresh version, and it worked. I also am using a totally custom skin that does not support it properly.
