Does MediaWiki have prefilled versions of new articles as yet? If so, is it active on Wikimedia or in particular en:wp? The 'start new article' mediawiki message is getting edited at a furious rate at present, so I'm suspecting it's the right time for a good prefill.

It is possible to do this with the inputbox extension. See the preload option.
