I have changed everything in the account for this setup to 777 and I have tried re-uploadeding everything to replace it, no change.

How did you get mediawiki? Distro packages tend to give problems. Install from www.mediawiki.org
I downloaded the file site from mediawiki site and I have verified that the file does exist.

Have you checked to make certain tables.sql exists? You could have gotten a bad copy of the code from SVN.
I will download a new copy and possibly go back a release to just get it started.
